General Statement of Duties: With general supervision, performs skilled electrical work on traffic signals and pole-mounted outdoor lighting; Installs, inspects, maintains and repairs traffic signal and pole-mounted outdoor light; maintains an on-call status to ensure the safe operation of the traffic signals and City lighting systems; performs other duties as required within the scope of the classification. May work on City owned buildings, parks, infrastructure and equipment related to the electric field.

Distinguishing Features of the Class: The Traffic Electrician performs journey level, skilled electrical work on traffic signals and pole-mounted outdoor lighting. May provide on the job training to Traffic Electrician Trainee and oversight to lower-level employees.

Typical Work Activities:
  • Repairs traffic signal systems using hand tools, power tools, and electrical diagnostic equipment; performs repairs on poles, signal heads, signs, vehicle sensors, cabinet-electronics and microprocessors, switches, communications, timing and all other subsystems; diagnoses and prioritizes the steps necessary for each situation and executes repairs.
  • Performs scheduled preventative maintenance on traffic signals through visual inspections, hardware and software equipment replacement, group re-lamping and equipment testing.
  • Ensures safe repairs to the City’s street lighting systems; performs scheduled maintenance and group relamping on the City’s sport lighting, park security and parking lot lighting systems.
  • Locates and marks City-owned underground electrical utilities; inspects work performs by outside contracted companies on signal modifications, new signal installations, street lighting, parking lots, park security; participates in the blueprint plan review process for lighting and signal projects; installs fixtures, panels, electrical components for security and computer systems in City owned buildings.
  • Maintains inspection logs & detailed records related to traffic signals.

Required Knowledge, Skills and Abilities: 
  • Thorough knowledge of the principles and practices of traffic signal and pole mounted outdoor lighting electrical work.
  • Knowledge of applicable regulations and codes including the National Electrical Code and State of New York Standard Plans and Specifications; good knowledge of computer and diagnostic testing.
  • Ability to operate hand tools, power tools and electrical test equipment properly.
  • Ability to read, interpret, and analyze applicable federal, state, and city codes as well as traffic signal and pole lighting manuals and industry periodicals.
  • Ability to read and understand electrical diagrams and specifications.
  • Ability to install, inspect, maintain, and repair traffic signal and pole-mounted outdoor lighting.
  • Ability to perform electrical system diagnostics.
  • Operate aerial truck.
  • Ability to work according to prescribed safety and professional standards.
  • Use of underground line tracer.
  • Ability to communicate effectively both orally and written.
  • Ability to work independently and manage time effectively.
  • Ability to keep accurate records.
  • Basic math; safe working practices, procedures and regulations.

  • Good interpersonal skills. 

Minimum Qualifications: 
  • Graduation from High School or possession of a High School Equivalency diploma, AND
  • Five (5) years of apprenticeship under a duly qualified electrician; OR
  • Two (2) years in an electrical trade school or the equivalent and two (2) years as an apprentice under duly qualified electrician; OR
  • A certificate issued by a service-connected trade school for electricians, plus a minimum of Two (2) or more years as an apprentice under a duly qualified electrician or such length of time as an apprentice may be determined by the City Board of Electrical Examiners; OR
  • Any equivalent combination of experience and training sufficient to indicate ability to do the work. 

License and Certification:
  • Ability to obtain a New York State CDL Class B license within one (1) year of appointment. 
  • Level One International Municipal Signal Association (IMSA) Traffic Signal Certificate within sixteen (16) months of appointment. 
  • Level Two International Municipal Signal Association (IMSA) Traffic Signal Certificate must be obtained within thirty-two (32) months of employment.
  • Obtain a City of Kingston Electrical License within six (6) months of appointment.

Physical Task & Environmental Conditions:
  • The work is primarily performed in an outdoor setting with exposure to the elements, dangerous machinery and potential physical harm.
  • There is a frequent need to walk, talk, see, hear or drive; ability to lift and carry up to 50 pounds, and perform other actions during the workday.
  • Must be able to work at heights of 60 feet out of an aerial truck. Sufficient mobility and dexterity of both arms to safely operate power equipment. 
 
Special Requirement upon Appointment: 
  • Ability to Pass a D.O.T. pre-employment drug screen and physical.
